Missouri Bill Provides Minorities & Women With 10% Bonus Points in Medical Marijuana Licensing Process

The Missouri Legislature introduced Senate Bill No. 2 to provide woman and minorities with a 10% point bonus in the scoring methodology used in the allocation of medical marijuana licenses and certificates. The bill also requires the state to consider as a part of the scoring process any local social equity program that promotes minority and women businesses in the local jurisdiction.

The Missouri Department of Health and Human Services plans to release license applications on June 4, 2019. The Department started accepting pre-filing applications on January 4, 2019, and received 250 forms and over $2 million in pre-filing application fees for Medical Marijuana Cultivation, Dispensary, or Infused Products Manufacturing Facilities. The fees for each license are:

  • $10,000.00 for medical marijuana cultivation facilities;

  • $6,000.00 for medical marijuana dispensary facilities; and

  • $6,000.00 for medical marijuana-infused products manufacturing facilities.
